Passive radiative cooling

Orbit away from Earth to avoid re-radiated heat

Simple launch and orbit injection rather than complex surface deployment on the moon, requiring huge landing engines, dust, and risk.

Now, the purpose of SIRTF is not for NEO detection, but the principle applies...
