I Didn't Say That. Read Your Own Title
You referred to the ice issue. We already know it constitutes at most 2% from the LP data. We now know from Earth based radar data that there are no local high concentrations of ice. This tells any reasonable person that using lunar ice is going to be a very tough job compared to using Martian ice and a long term prospect at best. What more do we need to know about lunar ice? Do you want to establish exactly how little use the ice on the Moon will be?
Smart-1 has other tasks so your second title is a total strawman.

Mark
