Past administration
The reason for this is that we currently have incompetents running our military today, unlike the past administration. They need to be replaced with people who know what they're doing.
Like bombing the Chinese Embassy and killing innocent civilians by mistake.

Yes, we dropped thousands of bombs in the Balkans killing anybody in there way including innocent civilians and destroying schools, churches, homes and structures by the hundreds if not thousands all while Americans were safe.
Yes, the Desert Fox campaign dropped thousands of bombs on Iraq killing innocent civilians and destroying schools, homes, churches and structures but that worked so well against Saddam.
Somehow I think that if the above were President Bush's legacy you would be calling for his impeachment long ago.
