How many successfull projects have been completed with the prize approach?
How many have been initiated?
Has anyone who has accomplished a space mission supported this approach?
The problem with this whole idea that you can harness the benefits of capitalistic competition without much of a profit incentive. You expect people to do a lot of work to prepare a bid with no payback. That's not how capitalism usually works. The risk of no payback is seldom tackled without a huge potential profit. Since minimizing profit is your goal your whole scenario is self contradictory. Since this is all economic theory rather than demonstrated fact, I'd support giving the method a shot on some lower priority target, but not the key goals of the space program.
