How can we know for sure, UNLESS competitive prizes are finally offered with all those tax dollars? Isn't it amusing how bureaucrats and their pet contractor(s) love to claim that a government program's failure is "proof" that it was merely underfunded instead of poorly centrally planned, or inadequately competed?
