There are obviously real problems getting a society back up and running after a war, especially since there are still factions sabotaging the effort. A big problem with gas and oil products right now is corruption, and people hijacking shipments to sell on the black market. That all commodities are in a state of flux on prices, which is not unusual after a war either.
As for power, it needs to be remembered that before the war, Baghdad had power at the expense of any outlying areas when there was a shortage. This is no longer true. And sabotage of power lines is a constant problem. It would be nice if some of those highly-publicized "human shields" would show up again and really guard the interests of the Iraqi people. I ain't holding my breath.
