That's not my take on it
JIMO is a prometheus demonstrator and I'm certain it will remain intact or even expanded. There may be a few science missions cut but I don't think it's going to be draconian. The key to making this new SEI work is by taking the money NASA wastes on Shuttle and ISS and redirecting it toward real space exploration. Those two items alone are a big enough chunk of change to go back to the Moon and on to Mars in 10 and 20 years respectively.
