The main problem is it takes more fuel per pound to land on the Moon than to land on Mars. Get a grip on that and how much easier it is to collect CO2 gas than mine ice in any form let alone the scant fraction on the Moon and going to the Moon to fuel for Mars is obviously ridiculous. Fuel will be much easier to acquire on Mars.
