Up until now, NASA has been the "tail" wagged by the "dog" (the Department of Defense). Almost all aerospace technology is dual use. Up until now, NASA has had to feed from the miserable crumbs left over from military spending. Maybe(?) the tail is about to wag the dog, e.g. some technology maybe easier to fund as a NASA program rather than as a DoD program? China is on the verge of doing an economic and technological quantum jump. Communists still run China. Maybe(?) people in the Whitehouse are looking at what China will become in the next ten years. One thing is fairly clear, they're not funding NASA because they give a damn about genuine Space Exploration.
