When you take into account resource availability it's also easier to reach anywhere else from Mars than the Moon. A catapult approach like Tom mentioned makes it closer strictly in terms of cost to launch, but you still have scant resources to support a base. Much will have to be shipped from Earth that can be found on Mars.
