I don't think Mr. Bush is smart enough to concoct some grand conspiracy. Just after taking office, though, he told his neocon staff to figure out some way to topple Saddam (this fact is now documented). So they created the context by exaggerating the claims about weapons of mass destruction and pushing selective intelligence up the food chain. So George himself may not be responsible for the lie, but his administration is. And with the Presidency, the buck stops with him. He is responsible for spreading false claims about WMDs in order to create a pretext for war.
Frankly, I think the man is more idiot than liar. Our country diserves better.
