All he points out (back in 1998) is what almost everyone should realize, that entitlements (wealth redistribution) are what are going to sink us. Fretting about discretionary spending in light of this is like trying to figure out whether to throw the hamster or the guinea pig off a foundering boat, when there's a hippo sitting there.
In light of this, Ted Kennedy promoting a massive nationalized health care program is utterly and absolutely insane. Obviously he finds accumulation of power to the State much more important than fiscal problems.
For that matter, Bush's drug entitlement wasn't his finest hour either, and that's also coming back to bite us.
