To be fair Cheney may have misspoke. He may have recalled the gravestones with crosses from being at a service on the ground or walking though the cemetary, and then thinking of the crosses when he flies near the cemetary. I doubt anyone could fly near a cemetary that big so often and not notice whether they were crosses or tombstones.
He might also be on some heart medication that's messing with his memory. He says some weird stuff sometimes. Some sedatives for example inhibit memory encoding and propranolol also alters brain function by inhibiting adrenaline IIRC.
