I doubt anyone could fly near a cemetary that big so often and not notice whether they
were crosses or tombstones.

You see the problem. According to Cheney, he never once made the trip from Andrews to
the Pentagon without being reminded of the terrible price paid for freedom. If that was
true, how could he fail to notice?
