Well, it's certainly not like he invented "karma," but those I've met who believe in such things (hey, I DO live in California) seem to see it more as kind of a fatalism about events, rather than an implication that one "deserves" them. At this point they usually lose me in the conversation, but I'm sure there are books on the subject. Heck, there's enough karma flying around in one life without having to worry about previous ones, and the karma in one's own mind is real enough even if the cosmic version is mythical.
The general unfairness of the universe is not easy to deal with, and any number of religions and theories have been developed to comfort people with the idea that someone is in charge somewhere, or in the case of "scientific" religions, that there is some underlying order or formula to it all.
"History does not record anywhere at any time a religion that has any rational basis. Religion is a crutch for people not strong enough to stand up to the unknown without help. But, like dandruff, most people do have a religion and spend time and money on it and seem to derive considerable pleasure from fiddling with it."
