Solving the problem
How does this get fixed?
Better and more affordable birth control. Better sex education in the schools. Better efforts to hold fathers financially accountable. The creation of better futures for America's underclass so they won't just live in the moment.
Channelling non-college bound students into vocational schools would help. By the end of 8th grade, society should be able to tell with a reasonable amount of certitude which students would benefit most from learning Calculus or brick-laying. Give the non-college bound a year or two of training and then send 'em out into the work world as apprentices, with tax breaks and other economic incentives for contractors who'll mentor them.
