Flood insurance paid for by the government when no private insurer in his right mind would insure you is a subsidy.
Schedule A: getting to keep more of your own money is NOT a subsidy. And just because the government decides to rob someone else to feed itself does not mean their victims are "subsidizing" you.
These things have to be kept clear, because there are a lot of people with something to gain by blurring such distinctions.
