The QUALITY of the acts is the same as Hussein if the QUANTITY isn't.
By this thesis, a Klansman shooting a Jew is equivalent to the Holocaust. While neither is excusable, the equivalence doesn't stand up very well. Even the "quality" doesn't stand up very well. Out of the many thousands of prisoners over the past couple of years, about two dozen have died in prison, two of those by suspected homicide. Doesn't make for a very impressive mass grave compared to Hussein's, does it?
And the problem was "systemic", obviously the result of attitudes from the very top. CIC.
