US prosecutors
Iraq has NEVER conducted a war crimes trial before. Its legal resources were depleted by Saddam, who shot any judge who ruled against his policies.

investigators
Qualified criminal and military investigators are also in short supply.

legal experts
mentioned above

forensic experts Forensic Science is confined mainly to the developed countries. There are no forensic experts in Iraq.
