I can think of two good reasons: Because Saddam is a war criminal wanted for crimes beyond those he commited on Iraq? And because Iraq has not had the rule of law for three decades and since the Iraqis have (rightly) insisted on conducting the prosecution the US is doing as much as possible to help them establish a case that won't be bungled.
