None of this material was alleged or suspected of being employed for use in weapons of mass destruction. This stuff was identified and secured under U.N. inspections for over ten years. It was not part of any secret nuclear weapons program. Its presence was not in violation of any U.N. resolutions. This was not a "WMD program."
