Being from not your country, I don't know the details:

In Kerry's draft even those who's parents earn more than $200,000 will be subject to the draft.

.. why the qualifier "even those"? Was the draft previously ever focussed exclusively on the children of poorer parents? I find that hard to believe .. but I am ignorant of details, as I said.

Where are you coming from with this? Just wondering.
