2/3 of the deaths IN THE STUDY SAMPLES were in Fallujah. Not 2/3 of all the excess deaths in all of Iraq. The 100,000 figure was extrapolated from the sample results.
If you did a poll of 100 people in your neighbourhood (with a population of, say, 10,000) and found 66 of them were Kerry supporters, that's 2/3 - extrapolating that to the 30,000,000 or so in all of California would give 20,000,000 Kerry supporters in California. Since, by your logic, 2/3 of these were in your neighbourhood, there must be 20,000,000 of them around your place!
