Try getting your treaties straight
The Nuclear Test Ban Treaty is still in effect. The US withdrew from the ABM Treaty. Russia developing a new nuclear weapon isn't at all covered by the ABM Treaty, so your point is wrong. Furthermore, the Nuclear Test Ban Treaty doesn't prohibit either side from developing new nuclear weapons. It just restricts how they're tested.
