The problem is, we don't have the courage to enfoce such a treaty.
(It would require that we pre-emptively destroy the nuclear facilities of any nation who violates or threatens to violate the treaty through the use of very high yield conventional weapons.)
The US, China, and USSR could probably pull off such a treaty, but if a nation like North Korea violated it, how could anyone stop them without violating every rule of conventional warfare???
