"Would it bother..."
On the one hand, of course it would not bother me for nations that are friendly to the US have these weapons.
On the other, of course I would: the more people with fingers on triggers the more likely one of these fingers is to twitch.
On the other other hand, friends today become foes tomorrow and vice versa.
On the other other other hand the same arguement I've put forth in this thread: proliferation to friends causes proliferation to enemies - people need deterrance to keep the bad guys (from their point of view) from dictating terms.
There are even more hands, but that's good for a start.
