Won't the 2009 mission already have its relaying network intact? Minus NASA's Mars Climate Orbiter, of course. Watch NASA claim that it's not good enough just to try and bilk the taxpayers out of even more money, even as prize contestants might be able to make do with what's there (if not build better ones affordably).
