New votes where found in many counties that favor Rossi. Just not enough to have him win. I don't know about the military votes. But, they should have been counted unless they had problems.
Several thousand votes either had completely different signatures or no signatures on file either electronicl or filecards or some other problem. Like they had filled the wrong spot in or just put a nearly invisible dot of ink in a right spot (the repubs didn't want us counting them, btw). In counties that still use the IBM card people didn't punch out the right hole or didn't push hard enough (the repubs didn't want these counted).
We have clear rules about all this and some people sadly were disenfranchised. If the vote is certified they have no recourse but the courts.
