The law didn't change

The State Supreme Court applied the law as it currently stands. The Republican Party is the one wanting to change the rules. The authority for qualifying eligible ballots is clear...it sits with the local bipartisan canvassing boards. They certify the results for each recount withing each County. This is why the law provides for recounts in the first place.

What's interesting is that our Republican Secretary of State, Sam Reed (a good friend of mine) argued to the State Supreme Court that these ballots should be counted, much to the chagrine of members of his own party. But that's because Sam has integrity and believes that people who vote deserve to have their votes counted.

If Mr. Rossi want a fourth and final recount, he is entitled to it, provided he pony the $750,000 it costs to conduct it. That's how much the third hand recount cost the Democrats, pursuant to the law.
