Everybody with an IQ over 40 dropped the "Bush lied" meme a long time ago.
God knows if the entire Democratic Party and their buttmonkeys couldn't put it over before the election--and they tried like hell--you aren't going to be able to back it up with anything either. Looking at every speech, every announcement, and everything Bush ever said, the Democrats fastened for a while on the famous "16 words," but that eventually fell through too.
You can make a case that Bush was mistaken, like many others (including most leading Democrats and the intelligence agencies of other nations) were mistaken, but the "lied" crap just makes you sound like one of those unwashed guys standing on the corner with a sandwich board.
