I explained it to you once already, a few comments down, quite clearly. It's about breeding instinctive obedience to authority.

Or to put it another way, it's about slowly overcoming the "social and cultural inertia" in this country against a "truly progressive" nation, i.e. absolute state power under the control of one party.
