What is going on?

I watched alot of C-Span tonight and a real life/death issue was split down the middle of party lines. There is some kind of power struggle going on but I couldn't put my finger on it. Are Dems afraid that allowing Congress to intervene in a "right to life" issue might pave the way for future actions against abortions?
