I would expect the CRF to change with time...

But on VERY long (millions of years) time scales...

I can imagine that the CRF would vary along the suns orbit around the galaxy, but since the orbital period is ~250 million years I doubt that the flux has changed much in the past million years*.

*Pure speculation on my part, so feel free to take it with a grain of salt
