It's not clear, but it sounds like what SDAI is trying to do is increase the density of particles in the belts until they can intercept more gamma rays. Regardless of the mechanism to accomplish this, this sounds like:
A: it would take a stupendous amount of energy
B: it would require a particle density in the belts that would probably have worse effects than the gamma rays.
Not sure why a gamma burst wouldn't create as much ozone as it destroys.
