It's not on the list of available encodings in FF for Windows... must be a Linux thing.
I tried UTF-7, and got a little closer: The question marks representing offending punctuation became other special characters, including the Euro monetary symbol...
Oh, well. I'll live with it. And I already don't compose offline in Word -- I use Notepad, and good old ASCII.
