Found it!

I should have made a closer comparison to IE's menu...

In the "View" pulldown, select "Character Encoding", then "Auto-Detect". If it's preset to "Off" (which is probably the factory default), change it to "Universal".

The post of Mary Anne's that I was using as a test displays properly now.
