Oddly enough, most factories are placed near where workers live, i.e. cities and population centers. I'm sure you could build a chip plant in a scenic ski area in the Rocky Mountains, but I'd bet not many people would want to commute there from their homes in Denver. I doubt too many factory workers live in Aspen. Power plant locations, other than hydroelectric, are dictated by the distance one has to transmit the power with large losses involved.
In the case of major hydroelectric facilities, sometimes the city follows the power. The Columbia River projects drove the economy of the Northwest for a long time.
Why is it so desperately necessary to paint the wealthy as clones of Marie Antoinette? How many of those resort-dwellers are Democrats?
