"Lying to Congress is an impeachable offense." Since when?

All presidents have lied to Congress for the past century. How did that suddenly become grounds for impeachment?

Besides, the votes simply are not there. Unless the Democrats win 2/3 of BOTH Houses in the next election, impeachment and removal just will not happen.
