Could we honestly call any civilization that still has television to be "intelligent"? :^)
Other than a technological species that is around our level, or an advanced ETI that deliberately wants to communicate with a lower level society, some SETI folks don't see the truly advanced societies talking between the stars and each other with anything as primitive as radio, nor having any desire to talk to or with us. Kind of like talking to your dog about physics and hoping for an intelligible response.
Galactic anthropolgists might have an interest in us, but presumably they would not want to disturb the study subjects by removing their equivalent of duck blinds.
