Seriously, the gun carry vetting procedure in FL is probably pretty standard nationwide. You have to fill out a long form with your particulars, get yourself fingerprinted, and then the sheriff investigates you to make sure you are who you say you are and that your criminal record is clean. You don't have to demonstrate any special need to be secretly armed in public places. And of course, there is a fee, several hundred $.
Then, (unless you are a Vet and can prove it), you have to take a firearms safety and law course. Nothing wrong with that, except I always wondered why your basic Libertarian gun nut would be so eager to give all that info to the State where it could be filed away conveniently in one place in your dossier.
The course is conducted by private firearms instructors (also, for a fee). Usually every gun shop has one in residence, so the procedure has the extra added benefit of providing a nice little indirect gummint subsidy to the gun industry. One hand washes the other, and they both wash the face (old Spanish proverb).
It costs a pretty penny, too, and takes a lot of running around and waiting and standing in lines, so if you're the normal working prole, it is a real expense and inconvenience. It works a lot like voter suppression, it tends to affect THOSE PEEPLE who you can't legally deny a permit to but don't want to be armed, disproportionately. You can be a poor, minority working class stiff and still get a permit, but its just an extra hoop to jump through and helps keep out the hoi polloi
Still, I must concede, the whole procedure probably couldn't be administered in any other way, so I'll let that slide. Carrying a concealed firearm is a privilege and should be regulated. It is not a constitutional right like gun ownership--or voting.
Incidentally, there is no gun registration in Florida, you don't need any documentation whatsoever to keep one in your home or vehicle. The permit is strictly a license to kill strangers in public places.
BTW, why would anyone want to (or think he could get away with) carry concealed a big bulky piece like a .45 Auto. Just wearing one holstered openly on your hip is big hassle. This thug just wanted to demonstrate to the world he was the kind of guy who "don't take no shit from nobody". Unfortunately, the vetting procedure makes no provision for eliminating or identifying that particular subspecies of troglodyte.

- It sounds like you're really looking forward to that "psychotic destruction" part.
- Do you suppose it would have happened had there been no concealed carry?
- This whole case wouldn't even have made the national news under normal circumstances.
