The Plan.

On the military front:

- Attack the insurgency along a broad front, eliminating terror groups and resources. At present, the tactic includes special forces in targeted areas, large scale specific military operations aimed at the major supply route along the Euphrates between Syria and Baghdad, continued elimination of supply dumps and bomb factories, and encouraging the increasing participation of Iraqis in targeting the enemy.

- Train the Iraqis as rapidly as possible on all levels of security from police on up to full military to take over the anti-terror and anti-insurgent operations. This is proceeding, slowly but surely, and Iraqi units are now in charge in a number of locations in Iraq. I posted several references on the successes in this area.

As both of these proceed, the need for U.S. troops will be reduced. This will not happen in the near future, because everyone involved fully expects a ramp-up of terror actions prior to the oncoming elections. You and the media, of course, will jump on this as some unexpected event that proves we will lose the war.

On the political front:

Continue to encourage the political process, and everyone's participation in it. Protect the process against terrorists.

On the humanitarian front:

Continue rebuilding of infrastructure, repair of facilities, and construction of new facilities where none were before. Integrate this with the military operations when necessary. Total national electricity generation is already over the pre-war level. Did you know or care?

There are more details on all of these. Look them up yourself. I'm tired of rubbing your nose in these things. None of these things has been a secret, and all of it has been repeated endlessly in press conferences and briefings.

Robert, what raises my blood pressure is that you are by no means an idiot, but you willfully ignore what's going on. I'm sorry you can't be bothered to check out military, Iraqi, and other sources, both professional and otherwise. I suspect you aren't really interested in the answers.

If, by "plan," you are looking for something along the lines of a coach telling you how many home runs his team will get in tomorrow's game, then you are going to be out of luck.
