Gee, Tom, at the top of this thread, you thought that would be a good thing.
The secret is acculturation.
Put people in a ghetto and they'll never acculturate. They will maintain their own ways and some of them will put on the cloak of chauvanism in order to protect themselves from the pain of their isolation.
Let them into the society, and especially the power structure, of their new home as members of the society, and you have new citizens with interesting backgrounds. This generally takes one to two generations to complete, but it has to start immediately.
Do you remember the argument about the head scarves on the Muslim schoolgirls in France a little while ago? The French government, in an attempt to acculturate schoolchildren, said that no one could wear religious clothing or symbols in school. The outcry in the Muslim community was tremendous... until a militant Muslim group started making threats of violence. Parents and clerics then started giving girls permission to remove their scarves. And why? Because, they said, they're French, and nobody threatens their government. As French citizens, they would seek legal recourse.
Allowing immigrants to be housed in horrid living conditions, for a profit if you please, is nothing like treating them like Frenchmen. It's nothing like treating them like human beings. And it's nothing like the way that people become a part of the society in which they live.
