BTW, the SELA project, as seen in D.L.'s link, was intended to guard against torrential rainfall events, and has nothing to do with storm surges or the events that flooded New Orleans.

        Hint#2, the storm surge passed NO early morning of the 29th. The first levee failed in the afternoon of the 29th at the 17th st location (n/t) - DL - 9/11/2005 3:46:10 AM
