And you make some cogent points. I can't imagine pointing a finger at local and state bodies and saying they needed to be prepared for this. The aftermath of Katrina is so massive, doesn't it seem that the Feds alone would have the resources required to mount a meaningful response? (Well, apparently WalMart has the resources as well.)
And for the President to say that no one anticipated the breach of the levees demonstrates either ignorance or dishonesty...I'll give him the benefit of the doubt and assume it's the former, but even that is not particularly promising.
