Moving the relief supplies into the area ahead of time would've gotten them destroyed
That would've been an especially stupid thing to do, like leaving hundreds of buses that could've been used to evacuate people in a parking lot (where they were flooded) instead of actually using them to evacuate people or at the very least moving them to higher ground.
