There is nothing Bush could have done or the Department of homland security could have done to limit the damage to infastructure unless you think that the Department of Homland security should be in charge of National Building codes, and that said national building codes should be set to withstand Cat-5 Hurricanes.

Oh...And then there are trees that blow over...Maybe the Department of Homeland Security could also set National Standards on tree removal and pruning practices!!! All old growth trees should be removed to keep them from blocking intersections and other emergency vehicle right-of-ways!

Yes...The Federal Government should protect its people from all disasters!!! Only they had the means to save the idiots in New Orleans from themselves and their incompetent mayor and governor...But the Feds failed because Bush was incompetent too.
