And that inference from what I've posted so far is, to put it mildly, unexpected -- unless someone is deliberately trying to be obtuse.

I am trying to get past the pointing of fingers, and move on to preparaton for the next Cat 3, 4 or 5 storm. There is room for improvement, and my previous post suggests it might be realized with a domestic version of "forward basing".
