"ProQuest is provided free of charge to all the citizens of the county I live in, and a considerable number of non-residents, for the price of a library card, which is to say, free with proof of address. The card holder can view these articles anywhere there is an internet connection available, using the card number as the password. The card holder can also visit the library building for access to a free computer with free internet to view it on. The libraries are funded by a combination of private (the majority) and public funding. "
