As long as the UN was watching Iraq, Saddam was not invading other countries. That's what matters and that's what the UN is for.
If Oil for Food justifies the US invasion, then it's a dangerous twist of facts. A war is always the worst answer to any international dispute.
Nobody at the UN killed as many Iraqis as those who invaded Iraq.
