Sorry, but sometimes , indeed, presidents are very much helpless in front of a situation he did not really seek for.
In that case, it's what he says and the timing when he says it that matter. Just like Reagan after Challenger.
And Bush Jr was a disaster in that field. That's why eloquence matters.
